The land settlement in the New Territories

is about to be placed entirely in the hands of the Land

Officer and his Department. Mr. Bruce Shepherd does not al-

together approve of the system of land registration provided

for in the New Territories Titles Ordinance (which had not

been brought into operation) and as certain sections of that

Ordinance may be deemed to clash with certain sections of

Ordinance 18 of 1900 it was considered desirable to repeal

the Ordinance in its entirety. This has accordingly been done.
